In education, early responses for the displaced were tailored to address a short-term crisis rather than the complex realities of protracted displacement. As the numbers of refugees increased and displacement wore on, the available education options became woefully inadequate, leading to limited and inconsistent access to primary and secondary education for Afghan refugees…”—(page 22).
