It is not intended to be exhaustive but attempts to establish a picture of transitional justice activities in Afghanistan today, raising the key challenges and debates involved. Section 2 explores the policymaking environment in relation to transitional justice discussing the Action Plan for Peace Justice and Reconciliation, the law on Amnesty, National Reconciliation and Stability and the Peace and Reintegration programme. Section 3 outlines the roles, in theory and in practice, of three key actors: the Government of Afghanistan, the international community (diplomatic and civil society) and Afghan civil society. Section 4 explores the recent policies of these actors in relation to three key thematic areas: judicial accountability for war crimes; policies that “confront the past”; and reparative policies that work toward acknowledging the victims of Afghanistan’s wars. The paper concludes with some reflections on some considerations for ways forward”—(p. 4-5); Contents: 1. Introduction and background—2. The policymaking environment—3. The actors—4.
