Summary: The monitors brief was to assess the political position in the area, and to discover the extent of Ismail Khans control and influence, in order to set up realistic aid programmes to help the civilians under this control. These programmes would be similar to AfghanAid's successful Panjshir operation, with the monitors and the local administration working closely together to produce (within the constraints of the prevailing war environment) effective and highly accountable civilian aid projects—(p. 8).
