Summary: The first requirement has proven to be the most elusive, namely a commitment from all the warring factions to seek a negotiated settlement, and a demonstration of the political will that will be required to make it stick. If and when the parties demonstrate that political will, not just in words but in deed, I believe the international community will be willing to assist them in making peace—(p. [4]).
