It is estimated that more than 80% of people live in rural areas, around 50% of the labour force is engaged in primary agricultural production, and agriculture accounts for around 32% of the GDP. Due to long periods of conflict and recurring droughts, there has been a steady annual decline of 3.5% in licit production between 1978 and 2004, and a rise in illicit drug crops.
