Summary: “The following report was undertaken to assess the state of women’s participation in sub national government and to give recommendations for improved assistance. For the purposes of this report, sub national government is defined as any officially sanctioned government entity—either elected or appointed—at the provincial, district, municipal, or village level. Furthermroe, while it is recognized that gender equality involves promoting the equal rights of both men and women, given the significant disadvantages women in Afghanistan face, this report primarily focuses on women’s empowerment. The empowerment of Afgha women will not, however, be achieved without the cooperation and support of Afghan men; this report suggests the male role in female (dis)empowerment and the means for their engagement in this process.”—(Executive summary, page 5).
