Summary: This paper offers a strategy to decouple the dynamics of the Federally Administered Tribal Areas (FATA) of Pakistan from events and processes in Afghanistan as well as providing a way for the new civilian government in Pakistan to begin to engage with issues in the FATA. Other papers from this new research unit are available on their webpage, all focus on Pakistan issues.
