An analysis of the empirical data available seems to show that the WB proposal, endorsed by the GoA, lakes a strong scientific basis. Leaving aside the ideological arguments, this article has sought to expose the underlying model of the proposed intervention and to highlight the lack of convincing data to show the likely benefits of the PPA approach in the specific context of Afghanistan. What happened in Cambodia or in Haiti, where the total per capita expenditure on health in 2000 was well above that of Afghanistan (US
