Summary: “It is increasingly apparent that the coping capacity of those who are most vulnerable has been severely weakened as a result of the war; the majority of the population struggles to survive at near subsistence levels. The situation of females, including in particular female-headed households, is of particular concern given the many old and new restrictions that limit their ability to provide for themselves and their families.
