“Afghanistan Analysts Network”—at head of title.
Summary: This short paper aims to give an overview of the various forms of irregularities alleged to have taken place on polling day (20 August 2009). It is based on interviews with Afghans from all over the country, many of them either witnessed or are somehow involved in the fraud that took place. This paper does not look at possible manipulations during or after the local count. The paper looks at irregularities, multiple and proxy voting and larger scale manipulation.
