Summary: “The election took place in spite of a challenging environment that was characterized by insecurity and logistical and human resource difficulties. These elections were the first to be fully led and organized by the Afghanistan Independent Election Commission (IEC) and the Afghan National Security Forces (ANSF) took the lead in providing security for the elections. It was also the first time that arrangements were made for prisoners hospitalized citizens, to cast their votes”—(p. i).
