The Comprehensive Disabled Afghans' Project (CDAP) was created by UNDP and UNOPS in January 1995 to facilitate the self-reliance and social integration of disabled people in Afghanistan. It grew out of two previous projects run by UNDP and ILO since 1991—(p. 1).
